Much has been written on this subject and statements saying there is NO OBLIGATION for you to pay is TRUE!
However, in not paying and asking the Council for Proof of the Obligation is taken by the Council that you are refusing to pay, and as the Act they operate under, allows them to issue a Liability Order they will go to the “fake court”
The Magistrate is deceitfully not told to deal with the PROOF OF NO OBLIGATION but with the Council’s right under the ACT to issue a Liability Order and he will uphold that right and give judgement in favour of the Council.
The Council, again deceitfully and fraudulently, will then issue an Enforcement Order and whilst that can be fought it is messy, time consuming and stressful dealing with the criminal bailiffs or agents
If you go to their fake court to defend yourself unless you are well versed in Court matters and know how to deal with all that, which most people do not have that knowledge, then you will lose!
The smart way I believe is to turn this on its head and in effect force the Council into the question of whether you have contracted or not.
For example, if you went to John Lewis’s to buy a kettle but arriving at the store there was a notice saying to shop there you had to buy an item form each department in the store ie. Clothing, lighting, furniture, shoes etc you would walk out wouldn’t you?
Well, the Council at the beginning of the Financial Year 5th April send out to you their offer.
At this point you have not made a contract and have the right to create a shopping list from the list of services they provide that you wish to purchase ..if any, and importantly those you can afford.
They do not however, for your benefit, give you an itemised list of services they are offering with the price against each one!
They do include a list of where they spend the money, but, that largely is of no concern or interest to you.
You must however in honour be up to date with any Council Tax that has not been paid within a financial year as by not objecting at the beginning it will be deemed that you accepted their offer.
This is the right time of year to start your lawful process by sending the Council the following letter.

This creates an obligation on the Council to provide you with the information as you cannot agree to a blanket purchase without knowing what you are buying.
This would be very effective if hundreds and thousands did this.
If they do not respond then after 14 days a reminder is sent followed by a final reminder
This means that if they reply you have the right to pick and choose or refuse any or all.
If they do not then you offered to contract but they did not provide details of what that contract would contain and they are therefore at fault and cannot issue a Liability order at some point later
